United Nations International Children’s Emergency Fund (UNICEF) is seeking to fill the role of Emergency and Cholera Programme Manager.

Responsibilities
- Support the monitoring of the implementation of PMSEC cholera elimination plan in the joint activities between PNECHOL and UNICEF through the elaboration of joint programme and monitoring documents
- Ensure emergency appeals and project proposals are provided, and concerted efforts are made to mobilise donor response
- Ensure continuous, effective and strategic coordination, communication, consultation and liaison with the government, UN and government agencies
- Ensure direct coordination and management of the cholera programme through the dedicated internal task force and support the relevant sections
- Ensure coordination and management of cholera preparedness, response and elimination, as well as a consistent flow of information on the epidemic situation
- In collaboration with the CASS, ensure integrated outbreak analytics (IOA) are applied and the scientific monitoring of the programme maintains the scientific partnerships necessary to ensure the effectiveness and efficiency of the programme
- In support of the concerned sections, ensure epidemic preparedness is organised in an effective manner with the establishment of contingency plans and early warning mechanisms
- Ensure contingency and response plans for public health emergencies address gender issues that may intensify during an emergency
- Ensure policy advice on emergencies and programme guidance related to the implementation of emergency preparedness measures
- Ensure integrated outbreak analytics are applied to better understand outbreak dynamics in monitoring and responding to outbreaks and coordinate with IOA global group for knowledge exchange and improved analytics
- In the event of an emergency, ensure UNICEF’s presence is quickly established, and initial emergency operational tasks are effectively carried out
- During the absence of the emergency manager in Goma, take interim charge
- Ensure timely delivery of aid and supplies
- Ensure urgent staffing needs are identified and appropriate use of UNICEF resources is monitored for effective project implementation
- Ensure substantial improvements are made in the emergency preparedness and response capacity of UNICEF and implementing partner staff through the conduct of effective training activities
- Within the emergency section, directly manage the cholera programme team in Goma and support related emergency sections at the national level
- Provide exemplary management and leadership, motivating and developing supervised staff to perform at their best
Requirements
- Advanced university degree in Public Health, WASH, Health/Nutrition, Emergency Management, or a related discipline
- Eight years, minimum, of international work experience in emergency programme/project development, planning, implementation, monitoring, evaluation and administration
- Six years, minimum, of experience in managing public health emergency programmes/projects and emergency teams
- Five years, minimum, of experience in implementing and/or supporting the implementation of a highly reactive epidemiological surveillance system with associated response methodology
- Experience in rapid response cholera programme especially CATI will be a plus
- Fluency in French and working knowledge of English
- Working knowledge of local language will be a plus
