The United Nations Capital Development Fund (UNCDF) has announced a Call for Proposals (CfP) for the digital financial services for the rice value chain in Senegal. UNCDF makes private and public finance work for the poor in the 47 least developed countries.
UNCDF has issued this CfP because it aims to achieve the following objectives:
- Involve actors in the value chain through a digitalisation process
- Increase the use of digital financial services for small-scale rice farmers in the Senegal River Valley region
- Improve the speed and security of payments for excess production for rice farmers
- Raise rice farmers’ awareness of the use of the mobile money platform and provide financial education training and agricultural advisory services
- Increase access to digital financial services by rice farmers, ensuring the proximity and liquidity of withdrawal points

- Enter an institutional partnership with the UNCDF as it seeks to sustainably increase the incomes of rice farmers in the Senegal River Valley
Eligibility
Applicants must:
- Be financial intermediaries, insurance companies, agTechs, FinTechs or InsurTechs duly constituted and registered in accordance with the rules in force in Senegal
- Have been operating in Senegal for at least one year
- Have audited financial statements for at least the last year
- Not be in a state of repair or have been subject to bankruptcy, liquidation, legal settlement, safeguard, cessation of activity or any other situation similar resulting from a similar procedure
- Not appear on the United Nations financial sanctions list, in particular in the fight against the financing of terrorism and against breaches of peace and security international
- Have fulfilled the obligations relating to the payment of social security contributions or obligations relating to the payment of taxes in accordance with the legal provisions in force in Senegal
Applicants can apply independently or in a consortium, provided that the consortium was established before this CfP.
