Plan International is seeking applications from eligible applicants for the role of community-based Welcome Centre (CWC) Officer.

Responsibilities
- Manage the implementation of relevant service development and improvements in partnership with clients, the community, funding bodies and staff at a community level and industrial park staff
- Ensure the efficient functioning of the CWC, including the performance of staff and the quality of services
- Ensure that the CWC building, grounds and equipment are maintained to a high standard of safety, cleanliness and repair
- Manage the implementation of quality and risk management plans and systems
- Ensure the provision of high-quality client service
- Establish sound working relations with key stakeholders
- Create strong coordination with Mastercard BRIDGE programme so as to identify the right beneficiaries of the centre
- Maintain effective monitoring systems, to identify changes in needs, and report on emerging gaps within current project
- Lead relevant staff recruitment, induction, training and supervision processes
- Prepare monthly, quarterly and annual reports on CWC accomplishments and submit to line manager and relevant government sector, as required
- Cascade an outreach campaign to local communities, to create community-buy and ownership of Centre
- Ensure the establishment of CWC steering committee
- Ensure effective and efficient management and utilisation of financial and material resources of CWC, including review and check CWC budgets, monitoring expenditures, and implement cost-control measures
- Ensure the project is implemented in compliance with donor/grant requirements
- Establish implementation plan using Plan International’s Structural Quality Dimensions Checking
- Ensure all project level documentation is filed and organised for accountability purposes
- Ensure project learning and achievements are documented and disseminated widely in the region
- Ensure midterm and final project evaluation takes place
- Manage and monitor partnerships with local government authorities and like-minded organisations
- Ensure adequate stakeholder consultation and participation at all stages of the CWC activity implementation
- Perform additional tasks as assigned by the supervisor
Requirements
- Bachelor’s degree in Sociology, Anthropology, Community Development, Development Management, Social Work or a related field
- Two years, minimum, of professional experience in implementation of community development-related interventions/programmes
- Ability to demonstrate integrity, responsibility, respect and innovation in all aspects of the position
- Ability to supervise and delegate duties to staff and volunteers
- Ability to identify health and safety issues pertaining to the work environment
- Ability to ensure confidentiality, professionalism and discretion are maintained
- Strong conceptual, verbal, and written communication skills, both in English Amharic
- Ability to initiate and organise work while establishing priorities in a fast-paced, time-sensitive environment
- Ability to develop strong trusting relationships and sound partnerships with local government and non-government actors in the sector
- Ability to manage multiple conflicting priorities
- Ability to be flexible and interpersonal skills to interact with employees at all level
- Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, and Outlook)
