Plan International is seeking to fill the position of UNICEF Project Manager.

Plan International is an independent humanitarian and development organisation that promotes children’s rights and equality for girls.

Responsibilities

  • Plan, coordinate and supervise the activities of the project in close collaboration with the direct partners (national NGO, women’s associations and decentralised services of the Ministry of Education)
  • Coordinate the conduct of a baseline survey/infrastructure diagnosis to define the state of play in the beneficiary communities
  • Design and prepare calls for tenders for construction/rehabilitation works and equipment (school furniture)
  • Organise the session of examination and analysis of offers received from construction companies
  • Provide adequate technical and operational support to the project implementation team (from Plan International and the partner) on the ground
  • Manage the project activities budget in close coordination with the portfolio manager
  • Coordinate capacity building activities for teachers in targeted communities and project staff
  • Coordinate the capacity building activities of local partner NGOs and associations implementing project activities
  • Advocate for the promotion and respect of children’s rights
  • Coordinate the training and pedagogical monitoring of teachers with the Academy Inspector and the state services involved in the implementation of the project
  • Contribute to the development of the programme by actively participating in the drafting of potential new projects for Plan International in the country
  • Produce analytical reports on the progress of the programme and the progress made, detailing the challenges and recommendations for action
  • Organise frequent visits to the field and visit the project
  • Monitor the execution of protocols signed with partners
  • Ensure that resources have been used appropriately
  • Perform the reconciliation of the flow of expenses in relation to the flow of activities
  • Coordinate the activities falling within the scope of internal control and external control of the project
  • Monitor the implementation of the work plan directly and with staff and technical specialists
  • Ensure project management in PMERL and the SAP system on a regular monthly basis
  • Ensure that the responsibilities and tasks of the NGO and state partners of the project are properly carried out
  • Ensure the application of the various policies of Plan International
  • Ensure that the responsibilities and tasks of all project team staff members are carried out properly
  • Ensure the security of the staff assigned to the intervention areas as well as Plan International assets in accordance with the organisation’s procedures

Requirements

  • University degree in Education, Social Sciences or equivalent
  • Five years, minimum, of progressively superior experience in project management with infrastructure to be built/rehabilitated in the education sector, preferably in a humanitarian context
  • Extensive experience of having managed a similar project
  • Methodical and strategic thinking
  • Good communication skills (oral and written)
  • Fluency in French and good knowledge of English (an asset)
  • Good computer and report writing skills with use of MS Office (specifically MS Excel)
  • Excellent organisational skills (desirable)
  • Experience working with different donor agencies and, in particular, UNICEF
  • (desirable)
  • Ability to work under pressure and meet deadlines (desirable)
  • Knowledge of protection standards and practices, including child protection and the prevention of sexual exploitation, abuse and harassment, and a commitment to integrate and follow them in a complex programme
  • Solid knowledge and interest in project cycle management
  • Ability to work independently, as well as in a team
  • High integrity and demonstrated ability to follow standards and policies
