Plan International is seeking to fill the role of Thematic Lead, Cash-based Response.

Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls.

Responsibilities

  • Employ Plan International global market functionality assessment tools for cash-based response interventions in collaboration with partners and affected population
  • Ensure assessment finding are documented, determine priority activities and cash disbarment or transfer modalities including CVA system
  • Ensure cash-based intervention implementation is carried out through local financial institutions that have experience, capacity and mandate
  • Lead the cash-based intervention technical proposal development to be submitted to donors
  • Provide technical support for concerned staff in the development of the sector response strategy and make sure cash-based response area is presented in light of benefiting children and adolescent girls in Plan International operation area
  • Ensure effective planning, implementation and coordination of cash intervention that mainly focuses on multipurpose cash transfer and support modalities which will address most of the needs of affected communities
  • In collaboration with the MEAL team of the humanitarian unit, ensure monitoring, evaluation and learning systems for cash-based response interventions are in place
  • Ensure the representation and participation of Plan International Ethiopia in humanitarian coordination meetings, Emergency Operation Centre (EOC), related task forces, clusters and technical working groups that are related to cash-based interventions mainly in the national cash working group
  • Provide and update all humanitarian teams at all levels about the market assessment and feasibility study outcome, emergency response implementation and strategies, project plans, progress reports, budget and other significant developments in the specific department
  • For cash-based response interventions, document best practices, shares lessons and insights from experiences and evaluation of programme and project effectiveness, feeding these into local, regional and global networks

Requirements

  • Master’s degree or bachelor’s degree in Microfinance, Rural Development, Banking, Humanitarian Response Project Management, or a related field
  • Five years, minimum, of experience for bachelor’s degree holders and three years for master’s degree in a related field
  • Five years, minimum, of NGO experience in cash-based response or humanitarian livelihood and food security for bachelor’s degree holders and three years for master’s degree holders
  • Experience in carrying out cash transfers and handling social safety net programmes will be a plus
