Plan International is seeking to fill the role of Head of Refugee and Migration.
Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls.
Responsibilities
- Support the development of specific refugee and migration response strategies, clearly defining key priorities in line with Plan International’s global DRM strategy, Centre of Excellence – adolescent girls in crisis strategic framework, regional refugee programme strategy, expertise and priorities
- Work with the head of disaster preparedness, response and resilience (DPRR), ERMs, head of programme operation, head of programme quality, ERMs and PAMs to expand humanitarian resilience and nexuses programming, ensuring the needs of children especially girls are met
- Oversee the management of refugee and migration programmes, ensuring response activities are in line with interagency refugee response plan, comprehensive refugee response framework and Plan International’s regional South Sudan refugee programme strategy
- Support the overall development and evolution of the country refugee and migration programmes within the overarching country strategy and its subsequent operationalisation
- Initiate and manage rapid needs assessments, ensuring a clear focus on the specific needs of children and, in particular, girls in displacement
- Based on the outcome of the needs assessments, provide recommendations to the humanitarian director and management team on programming options and priorities
- Support the selection of local partner organisations, ensuring alignment with Plan International’s approach and programming priorities in humanitarian crises
- Support programme technical specialists to ensure programmes are of high quality and have direct positive impact on children affected by crises
- Ensure the preparation of quality reports and updates for different Plan International entities and external factors such as donors
- Establish and maintain constructive working relationships with other NGOs, UN agencies, host government, bilateral and multilateral donors
- Coordinate with the relevant departments at all levels during programme design, implementation and monitoring
- Support the humanitarian programme director in representing and building the profile of Plan International Ethiopia across all refugee and migration platforms and maintain adequate accountability and transparency
- Ensure the timely preparation of situation and hotspot reports specifically on refugee and migration responses in the country
- Support the development of disaster preparedness plan, refugee response strategy within the framework of CRRF and durable solution
- Ensure close monitoring and analysis of the humanitarian situation of the neighbouring countries
- Advise and support the development of refugee response strategy in line with country strategy, global DRM strategy and global and national initiatives
- Provide timely situation and hotspot reports on refugee and migration in the country to the management team and organisation
- Design and operationalise refugee and migration response programmes as per international humanitarian principles
Requirements
- Master’s degree in Disaster Risk Management, Humanitarian Studies, Development Studies, Development Economics, Agricultural Economics, Sociology, Human Rights, Political Science, International Development
- Seven years, minimum, of progressive experience in similar organisations at senior management level
- Seven years, minimum, of progressive experience in humanitarian and development sector, preferably in similar organisations, working in a very protracted and complex humanitarian setup
- Proven experience in managing big teams, understanding the functional relationship with other partners
- Proven experiences and ability to coordinate and collaborate with different organisations including the government and demonstrable working experience in development programme
