Plan International is seeking to fill the position of TB/HIV/RSSH Programme Specialist.

Responsibilities

  • Lead clinical and community-based HIV and TB programmes, collaboratively working with the Ministry of Health (MOH), local partners, sub-recipients, civil society organisations and other private and public sector stakeholders to develop, prioritise and actualise an intermediate, short and long-term road map and operational plan that will optimise national, county and district-level programme implementation in order to achieve grant goals and objectives
  • Utilise proven approaches based on the latest scientific evidence, updated normative guidance to achieve all tasks for which it is accountable.
  • As a senior member of the team, the TB/ HIV/ RSSH programme Specialist will document and record all best practices, opportunities and lessons learnt while technically leading the organisation’s knowledge exchange programmes and the MOH’s county and district level clinical/ health provider mentor programmes

Requirements

  • Master’s degree in public health or any other health-related discipline
  • Medical Degree (MD, MBChB) with a master’s degree in health-related area and/ or an MBA is preferred
  • Excellent understanding of HIV and TB guidelines, demonstrable expertise in Global Fund RSSH principles and guidelines, prior experience with community-led monitoring and healthcare quality management.
  • A command of national health policies, international strategies, and community-based approaches related to TB, HIV and RSSH is also essential for success in this role
  • Demonstrated technical expertise in HIV and TB prevention, care, treatment, and support services, with experience in at least 2 of the following areas: community systems strengthening, resilience, sustainability, strategic information, and GEI
  • Minimum five to eight years experience in public health with a preference for experience working at technical and supervisory roles in TB (DS-TB and DR-TB), HIV (Care, Treatment, Prevention, AGYW, KP, PMTCT, Adolescent Health, community-based programmes and community level monitoring approaches) and experience with RSSH
  • Demonstrable understanding of HIV risks and vulnerabilities and community response for different high risk and high priority populations in the Liberia context
  • Demonstrated work experience on issues and challenges of national and sub-national TB and HIV/AIDS control programmes, including national disease strategic frameworks, familiarity with Global HIV/AIDS programming and health policy dialogue
  • Evidence of research and DDM expertise, as demonstrated by publications in peer-reviewed journals and/or presentations at major HIV/ AIDS, TB and systems strengthening conferences is an added advantage. Demonstrated proficiency with word processing (MS Office) and/or data analysis software applications is required
  • Strong interpersonal skills are required, including the ability to work in a team setting, and maintain effective relationships with a wide variety of governmental and non-governmental professionals at all levels of the Liberia society
  • A high level of socio-cultural sensitivity in dealing effectively with TB, HIV, RSSH and MNCH services as they affect all segments of the Liberia society
  • Ability to travel nationally and internationally as required
