Plan International is seeking to fill the role of Programme Specialist.

Responsibilities
- Coordinate a multi-agency consortium for the delivery of Addressing Root Causes of Migration (ARC) and Regional Development and Protection Programme (RDPP) projects, with overall responsibility for achievement of objectives and targets
- Lead on the coordination of the consortium including ensuring the agreed governance structures are followed
- Ensure effective information sharing and learning across agencies including providing monthly and quarterly update on consortium activities for internal consumption
- Establish strong working relationships with all consortium members and develop an in-depth understanding of the activities, support needs and strengths of consortium members
- Ensure cross learning among the relevant programmes of the consortium members
- Organise project planning and monitor meetings with staff, partners and stakeholders
- Coordinate with finance, procurement, and logistics to access support required for project implementation
- Update PO with any significant changes in context and send to ERRP lead for approval
- Participate in coordination and cluster meetings when required by ERRP lead
- Coordinate with programme effectiveness lead to set up monitoring and evaluation mechanisms
- Provide effective oversight to the consolidated consortium budget in collaboration with consortium members and Plan International Ethiopia finance team
- Coordinate the writing and submission of regular narrative and financial reports to the donor and other stakeholders as required
- Establish effective working relationships with government counterparts, consortium members, implementing partners, private and public sectors, consultants, and other development organisations and target population in the programme operation
Requirements
- BA/BSc or MA/MSc in Social Work, Sociology, Education, Development, or a related field
- Eight years, minimum, of experience in management and coordination of humanitarian and development programmes, with two years, minimum, of experience in refugee and/or migration programming, preferably in emergency recovery
- Extensive and documented experience in managing refugees (including urban refugees) and host communities’ access to education, economic empowerment/livelihood, legal aid and protection projects
- Experience in managing projects for major donors
- Experience working with international NGO and/or UN agency
- Knowledge of humanitarian principles, migration policy, refugee law and its application
- Excellent interpersonal, communication, training and facilitation skills
- Strong skills in project planning, implementation, monitoring and evaluation
- Awareness of child protection issues and sensitivity to gender equality
- English and other national languages
