Plan International is seeking applications from eligible applicants for the post of Programme Manager.

Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls.

Responsibilities

  • Drive cross-functional engagement and ensure the delivery of quality and integrated programming in line with the country strategy, as well as organisational policies, standards, frameworks, and procedures
  • Serve as the key contact person responsible for engagement with existing programmes
  • Drive efficiency in project delivery, gender transformative programming and enhance donor retention through timely relationship management
  • Cultivate existing and new stakeholder relationships to generate new projects in close collaboration with the business development manager
  • Develop and implement a framework in coordination with other departments to support Plan Somaliland in the application of gender equality as a key guiding principle in the determination of programme implementation priorities
  • Review departmental procedures and guidance, identifying gaps and establishing benchmarks to ensure effective programme implementation, communication and monitoring and evaluation
  • Lead the programme department budgeting including forecasting and alignment with country office programme priorities and resource envelop
  • Oversee, review and ensure high quality and timely donor reporting
  • Ensure monitoring, evaluation, research and learning plan supports the interim country strategy delivery
  • Ensure project delivery standards are aligned to global standards
  • Oversee all programme activities to ensure continued alignment with the interim country strategy
  • Coordinate and prepare Plan Somaliland’s reporting on the implementation of annual programme plans
  • Oversee the country office’s quarterly reporting process, including driving improvements as agreed upon in close consultation with the head of mission
  • Provide stewardship in planning, follow-up, evaluation, quality strengthening and reporting
  • Assure delivery of high quality, evidence-based, innovative programmes for children across all field offices
  • Provide overall vision and direction to the programmes team in coordination, planning, prioritisation, coaching and supervision
  • Support staff members to understand and comply with the organisational vision, mission, strategic direction and other organisation policies
  • Ensure development and humanitarian programmes team are operating as high-performance teams and have clear accountability lines (direct and matrix)

Requirements

  • Master’s degree in Social Work, International Relations, Development, or a similar field
  • Ten years of relevant experience in INGO sector or equivalent
  • Seven years, minimum, of experience in managing development programme in the country within the INGO sector
  • Proven experiences and ability to coordinate and collaborate with different civil society and community-based organisation
  • Programme development work experience
  • Knowledge of developmental agendas in complex and protracted development and humanitarian landscape
  • Experience in context, funding and market analysis
  • Ability to communicate effectively and authoritatively on area of expertise and influence others to reach common goals
  • Demonstrated track record in donor reporting and budget management
  • Experience in leading team, coaching and mentoring, especially managing a large team
  • Excellent experience in conflict resolution
