Plan International is seeking to fill the role of Procurement Officer.

Responsibilities
- Lead the procurement processes
- Ensure that the KPIs for procurement are measured and improvement actions and plans are put in place to align with the standards
- Ensure that all projects have a procurement plan in place at the development stage and that a PIIA consolidated procurement exist
- In collaboration with procurement coordinator, the PIIAC and the supply chain manager, put in place an appropriate sourcing method as well as long-term agreements (LTAs) to achieve cost-saving, on-time and in-quality delivery of goods and services
- Conduct a monthly procurement planning update and a quarterly deep review and reports involving projects and other department lead
- Ensure that appropriate tools and processes of procurement tracking are in place to track, monitor and control the end-to-end procurement processes
- Ensure that an appropriate weekly procurement reporting system is in place through the sharing of the procurement trackers at the PIIA level and with the country office
- Review and consolidate on monthly basis the procurement trackers and conduct a deep analysis of procurement performances and identify any bottleneck which may need management’s attention
- Manage the supplier pre-qualification processes at the PIIA level and ensure that the office has an appropriate and up-to-date supplier prequalified
- Manage the tender processes both for ad-hoc procurement processes and long-term agreement processes
Requirements
- Bachelor’s degree in Procurement and Supply Management, Administration Management or an equivalent university degree in a relevant field
- Four years, minimum, of professional experience, including two years, minimum, in a similar position, preferably in an international NGO or equivalent combination of education and experience
- Knowledge of donor regulations, including European Union (EU), BMZ, GIZ UNHCR and/or other foreign government development agencies, and other multilateral development agencies in procurement matters will be a plus
- Interest in international development and an understanding of the synergy between the programmatic, operational and financial components of project design and implementation (highly desirable)
- Good experience and knowledge of procurement procedures
- leadership and interpersonal skills with a particular ability to think out of the box
- Analytical and problem-solving skills, with the ability to report and demonstrate performance improvement and efficiencies through spot-on and concise reports
- Excellent communication skills
- Ability to draft clear and precise reports in responding to grant queries
- Ability to work independently with minimal supervision
- Very good interpersonal relationship with colleagues and supervisors
- Experience conducting cost analyses
- Experience working with vendors or other partners
