Plan International is seeking to fill the role of Monitoring, Evaluation Research and Learning (MERL) Coordinator.

Responsibilities

  • Support the implementation of project’s monitoring and evaluation plan and collection and analysis, as well as reporting of programme data
  • Work with the monitoring and evaluation lead to prepare updated indicator tables for USAID reporting
  • Assist in the development of scopes of work for external monitoring and evaluation consultants
  • Support the identification and training of local data collectors, and assist in the development of indicators aligned to new workplan activities
  • Conduct data quality assessments, site visits, regular data checking and training when needed
  • Closely work with consultants and government stakeholders in relation to assessments, monitoring and research
  • Maintain regular communication with sub-partners and be involved in regional project review meetings
  • Participate in regular catch-up meetings and briefings with the home national office (USNO) monitoring and evaluation team
  • Propose and implement learning approaches for research and monitoring and evaluation findings for the timely adjustment of project activities and to inform future programme development
  • Under the direction of the MERL lead, quickly and accurately respond to funder data requests
  • Ensure Plan International’s child protection policy and guidelines and research standards are adhered to during project implementation

Requirements

  • Bachelor’s degree with five years of monitoring and evaluation experience, or master’s degree in MERL-related fields with two years of monitoring and evaluation experience
  • Significant experience monitoring and evaluating USAID-funded projects
  • Demonstrated experience in developing and implementing comprehensive monitoring and evaluation systems
  • Demonstrated ability in management, analysis, and processing of data to inform project planning and monitoring and evaluation
  • Knowledge of USAID ADS 203 guidelines on performance monitoring and evaluation will be a plus
  • Proven ability to prepare clear, concise reports with attention to detail
  • Proficiency in Microsoft Office applications
  • Fluency in English (both spoken and written)
  • Excellent interpersonal, negotiation, coordination, organisation and documentation skills
