Plan International is seeking to fill the role of Livelihood and Youth Employment Specialist.

Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls.

Responsibilities

  • Support project managers in developing tools and guidance to harmonise programme work and implement programme quality procedures in a consistent way
  • Develop and implement a detailed SOYEE strategy for Plan International in Cameroon which will support the delivery of the country strategy and reflect the global strategy
  • Expand Plan International’s youth initiatives, vocational training, etc. across the organisation’s geographic areas and contribute to influence other stakeholders
  • Supports DRM Manager in designing proposals and implementing projects for economic empowerment of vulnerable people during emergencies as well as food crisis
  • Apply/introduce innovative approaches and good practices to build capacity of partners and stakeholders, supporting the implementation and delivery of concrete and sustainable project results
  • Provide technical leadership in community engagement and leadership opportunities for youths
  • With technical oversight, provide technical leadership in design, development, planning, implementation, and capacity building in vocational training
  • Participate in resource development activities for urban and youth programming
  • Identify areas for improved efficiency or effectiveness within prescribed parameters
  • Maintain a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners
  • Develop and maintain collaborative relationships with donor/client organisations, relevant government agencies, bilateral and other NGOs
  • Develop tools for the design and implementation of specific technical components
  • Ensure project implementation, adhering to the appropriate global strategy
  • Support in the monitoring of project implementation milestones and reporting requirements in collaboration with MERKM units and BD team

Requirements

  • Advanced university degree in in Economics, International Development, or a related field (master’s degree preferred)
  • Experience in gender programming is an asset
  • Five years, minimum, of experience in a leadership position
  • Experience in working successfully with government agencies and private organisations engaged in promoting improved livelihoods for households and youth employment programmes
  • Experience in working with relevant government agencies and civil society organisations
  • Proven experience in developing youth employment and livelihood interventions, including life skills training, micro-lending, savings programmes, micro-insurance, micro-franchising, village savings and loan programmes, and financial literacy
  • Experience in handling projects promoting livelihood interventions and youth employment in Cameroon
  • Understanding of child labour issues, including youth employment
  • Professional experience interacting with government donor agencies, host country governments, and other relevant stakeholders
