Plan International is seeking applications from eligible applicants for the post of Head of Operations.

Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls.

Responsibilities

  • Hire, develop and retain qualified people in the positions of the operations unit as required to support the delivery of effective, efficient and high-quality programmes
  • Establish, agree, communicate and monitor standard of performance and behaviours for the operations support unit (team objectives, and key performance indicators are agreed annually, and monitored and updated quarterly)
  • Manage and develop the performance of the operations support teams across the country to ensure delivery of quality support and services
  • Contribute to the strategic development and management of the country in line with the country strategy
  • Oversee the planning and delivery of all general services and logistical requirements of programme work in line with established procedures
  • Coordinate the preparation, consolidation, analysis and submission of country and PIIAs budgets to the WACA Hub as per field budget instructions and guidelines
  • Coordinate the reporting process, particularly quarterly and annual reports, to the WACA Hub, including timely submission of all required reports and implementation of follow-up actions and recommendations
  • Ensure full project costings and maximise cost recovery from donors to ensure fully-funded interventions
  • Review financial reporting prepared for submission to donors to ensure it is accurate and on time
  • Support the country in preparation of funding requests and communicating other business plans to the WACA Hub
  • Ensure appropriate financial control processes, procedures and systems are in place
  • Ensure finance and audit actions are implemented and alternative actions taken as required to address weaknesses in financial controls and procedures identified in finance and other forms of audit reports
  • Ensure that systems and processes are in place to comply with the organisation’s global policies, standards and procedures and legal requirements in the areas of finance, procurement, administration and logistics, IT4D
  • Ensure the compliance and coherence of Plan International’s children and young people safeguarding policy at all times
  • Facilitate internal and external financial and administrative audit missions and ensure audit follow-up and action lists are addressed in a timely manner, ensuring that the organisation learns from audits and reviews so as to continuously improve its operations
  • Report timely and consistently all losses and incidents, including updates, to the Global Hub and the WACA Hub
  • Oversee the review of agreements and contracts and ensure compliance with the host country laws and regulation, ensuring the interface with the legal advisors, timely report of all potential legal cases to legal advisors
  • Oversee the in-country rollout of corporate systems and applications including finance systems, HR information system and other corporate applications
  • Oversee the rollout, including staff training, of global policies and procedures in the country
  • Develop and maintain up-to-date financial and administrative systems, policies, procedures and guidelines to support in-country operations and ensure compliance of Plan International’s global standards and donor requirements
  • Liaise with and communicate with government bodies, donors, United Nations and local and international agencies – as required and directed by the country director

Requirements

  • Master’s degree or equivalent, preferably in Programmes/Projects Development Management, Business Administration, General Management, Social Science, Development Studies, Economics, Agro Economy, or Finance Management
  • Strong business administration and finance management capabilities with a focus on results and an entrepreneurial flair
  • Demonstrable knowledge as a result of education, training or practical experience of the key debates in development, particularly around child rights
  • Practical knowledge of operations support for development programmes
  • Demonstrable knowledge of financial, administrative and business management
  • Strong knowledge of Microsoft Office applications (Word, Excel, PowerPoint), e-mail and the Internet
  • Fluency in French and strong working knowledge of English, spoken and written
  • Practical knowledge of management of organisational changes is an advantage
  • Knowledge of Togo, the geopolitical factors affecting child-poverty in the country as well as the political, social and economic opportunities for development
