Plan International (PI) is seeking to fill the role of Emergency Response Manager (Displacement Response).

Responsibilities
- Oversee the management of the northern Mozambique displacement response in Nampula and Cabo Delgado, ensuring response activities are in line with PI’s standard policies and procedures
- Lead in the development and regular update of the northern Mozambique emergency response plan, clearly defining key priorities in line with PI’s expertise
- Lead and manage rapid needs assessments in the northern displacement, ensuring a clear focus on the specific needs of children and particularly girls
- Based on the outcome of the needs assessments, provide recommendations to the country director and senior management team on programming options and priorities
- Support the selection of local partner organisations, ensuring alignment with PI’s approach and programming priorities in humanitarian crises
- Support programme technical specialists, ensuring programmes are of high quality and have direct positive impact on children affected by crises
- Ensure appropriate programme quality standards are used in the design and implementation of programmes, particularly SPHERE and its companion guides
- Prepare quality reports and updates on the northern displacement for different PI’s entities and external actors like donors and UN
- Support the development of key policy and influencing positions with regard to the Cabo Delgado crisis
- Engage with relevant humanitarian forums and clusters in Nampula, Cabo Delgado and affected provinces, ensuring appropriate information is provided in a timely basis
- Maintain and develop local (province/district) relations with institutional donors
- Identify opportunities to establish strategic partnerships with other humanitarian agencies in the province and districts
Requirements
- Degree or equivalent in Management or a related field
- Significant field experience of managing emergency programmes in a number of humanitarian crises
- Key practice and standards for humanitarian response experience
- Significant knowledge of humanitarian response, child protection and disaster risk reduction
- Conversance with the international humanitarian architecture, particularly related to coordination and funding
- Demonstrated prior experience of engaging with the humanitarian coordination system
- Experience in designing and delivering training
- Ability to work in English and Portuguese
- Knowledge of PI policies and procedures
