Plan International is seeking to fill the role of Compliance Manager.

Responsibilities

  • Review donor and partner agreements, ensuring the financial terms and conditions are compatible with Plan International’s systems and are favourable to quality implementation and reporting
  • Provide oversight of financial and operational management of the project and ensure project accountability requirements
  • Lead strategic planning, work planning, and operational processes for the project
  • Lead the preparation and submission of project budgets, forecasts and financial reports, ensuring alignment with project activities
  • Identify areas of risk by providing regular analysis of financial health of projects against standard key performance indicators (KPIs)
  • Develop and implement strategies to minimise financial risks
  • Ensure all project expenditures and contracts comply with terms and conditions of donor agreements by conducting regular desk audits as well as occasional in-field audits
  • Oversee donor financial audits
  • Identify ways to maximise efficiencies within and across projects
  • Provide training and ongoing support to relevant stakeholders including Canadian project team members, Plan International field offices and partners
  • Participate in proposal development, leading the budget development with a focus on appropriate costing models, alignment with proposed activity and staffing plans as well as maximising cost recovery
  • Contribute to development and implementation of standardised package for quality financial management of grant-funded projects including standard KPIs, budget and reporting guidelines, gift-in-kind treatment, procurement and asset management plans, compliance training, project startup and closing procedures, etc
  • Prepare revenue calculation every month for CNO
  • Develop and present finance summary score cards for CNO file meeting every month and determine suggested action to be followed by CO
  • Keep record of intercompany charges and ensure proper indirect cost recovery from the projects at CNO
  • Keep updated register of financial statement reports and relevant project communication from CO to donors and CNO to support CNO annual audit
  • Ensure Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy 

Requirements

  • Degree in Business, Finance or a related degree
  • Five years, minimum, of experience in finance, accounting, grants analysis
  • Experience in reporting and presenting to senior management
  • Extensive experience in financial reporting and analysis, risk assessment and mitigation
  • Excellent communication, management, and leadership skills
  • Fluency in oral and written English as well as French
  • Extensive experience in financial reporting and analysis
  • Demonstrated decision making and risk management capabilities
  • Excellent skills in using Microsoft Office applications, Internet and databases
  • Coaching and mentoring skills for building project staff capacity on quality financial management
  • Superior skills in building productive working relationships with team members, field offices, donors and partners
  • Understanding of project management cycle
  • Flexible approach to deal with ambiguity
  • Demonstrated experience and knowledge of internal financial controls and procedures
  • Proven experience with logistics, procurement or supply chain management (highly preferred)
  • Ability to successfully manage projects with rigorous timelines and deliverables
  • Solid understanding of compliance requirements of donor government agencies
  • Experience in leading and managing financial audits
  • Hands on experience in reviewing complex contracts and agreements
  • Experience with depth analysis of current issues and providing innovative solutions
  • Skills in dealing with the complexity of working with international and local NGO partners
