Oxfam is seeking to fill the position of Finance Assistant.

Responsibilities
- Settle travel and programme/work floats as per Oxfam policy and procedures and maintain the float register of the field office
- Maintain enough amount of petty cash fund and effect petty payments regularly
- Effect payments at different intervention areas of the organisation by cross-checking the
verification of the documents - Record all payments in cash and bank books and maintain their balance daily
- Prepare summary for clearance of statutory obligations monthly and submit to finance
coordinator for review - Check to ensure expenditures are charged to correct budget lines of contracts and Oxfam account codes vis-s-vis requesters’ budget line
- Ensure appropriate deductions of taxes are made in preparing payments on procurement of goods, services, and works; and in preparing casual labour payrolls
- Prepare, reconcile with the previous month and transfer monthly staff salary after review and approval to staff respective bank accounts
- Prepare PI invoices for payment requests submitted by the logistics department
- Be responsible for putting Oxfam ‘Paid’ stamp on financial documents and transaction invoices and filing them sequentially
- Ensure that all files, including payment vouchers and their supporting documents, are kept properly in a professional filling system and office correspondences are dealt with on time
- Prepare and maintain bank reconciliation
- Assist in Oxfam’s internal and external year-end audit schedules and provide all documents required by the auditor during the audit as well as answering some audit queries as needed
- Maintain filing systems for all financial and accounting records and verify the completeness of the documentation as per the OI financial policy and government regulations
- Ensure all financial and local government regulations have adhered to the desired standards
- File monthly income tax, withholding tax, and staff pension return to the appropriate government office
- Ensure donor compliance as well as applicable rule and regulation
- Provide support for other programme and operation staff on a financial matter
- Conduct regular cash count with camp coordinator
- Prepare monthly financial reports and month-end pack and submit to finance coordinator for review
- Compile monthly cash top-up of the sub-office and request cash transfer on a timely basis
- Manage the overall financial activities of the sub-office (Okugu camp)
- Work closely with programme, logistics and admin, and finance staff to ensure finance issues of the programmes run smoothly and effectively
- Perform such other duties as assigned by the supervisor
Requirements
- BA degree in Accounting or Finance
- Two years, minimum, of experience in a finance role, preferably in an international NGO
- Experience in project financial management
- Strong interpersonal skills, sensitivity to cultural differences, and ability to work in a wide variety of cultural contexts
- Good computer skills (Word, Excel) and other internal software systems
- Knowledge of and eagerness to learn various accounting software with special emphasis on the Oxfam financial management system
- Good spoken and written English and Amharic
- Knowledge of local languages will be a plus
- Willingness to be flexible and adaptive to changing working requirements
- Strong sense of personal integrity and attention to detail
- Good team sprint and problem-solving skills
