The Norwegian Refugee Council (NRC) is seeking to fill the role of Logistics Manager.

NRC provides assistance, protection and durable solutions to refugees and internally-displaced persons worldwide.

Responsibilities

  • Ensure that country setup complies with logistical handbook, NRC policies and donor requirements
  • Implement NRC’s logistics systems and procedures and develop in-country logistics policy documentation in line with NRC global procedure
  • Establish filing systems/archives according to NRC standards in all offices
  • Ensure all area offices have access to, and are using, a common archiving solution (filing tree)
  • Initiate and maintain necessary leases, licences and contracts with relevant authorities and suppliers
  • Ensure that procurement, transport, fleet, warehouse and asset management and other logistical processes take place in compliance with the NRC logistics handbook and donor requirements
  • Contribute to programme and project design, including budget development and preparation
  • Follow up and manage allocated budget lines
  • Ensure oversight and coordination of market analysis by logistics staff
  • Provide audit and control checks within the country to ensure compliance with the logistics handbook
  • Ensure anti-corruption focus in procedures and training
  • Setup key performance indicators for all aspects of logistics activities and provide regular review, analysis, and reporting against performance
  • Promote the rights of IDPs/returnees in line with the advocacy strategy as well as actively promote Protection from Sexual Exploitation and Abuse (PSEA) standards and principles within NRC and amongst beneficiaries served by NRC

Requirements 

  • Bachelor’s degree in a relevant field of study
  • Three years, minimum, of experience working as a senior logistics manager in a humanitarian/recovery context
  • Experience working in complex and volatile contexts
  • Knowledge of the context in Libya (highly preferable)
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities
  • Experience of data collection, analysis and report writing
  • Knowledge and skills in market tools and assessments
  • Fluency in English, both written and verbal
  • Knowledge of Arabic will be an added advantage
