The Norwegian Refugee Council (NRC) is seeking applications from eligible applicants for the post of Emergency Response Manager.
NRC provides assistance, protection and durable solutions to refugees and internally displaced persons worldwide.
Responsibilities
- Provide and collate regular data on context analysis, early warning/ risk monitoring, trigger indicators, and minimum preparedness actions
- Ensure availability of up-to-date needs assessment (both target geographical locations and population group)and verification of available UNOCHA, Emergency Response Plan (ERM), and IOM/ UNHCR data to inform assessment and response design as well as implementation plan
- Responsible for providing timely and methodical updates regarding needs and trends specific to the RRM Consortium to Area Managers, Head of Programme, and relevant programme and support team
- Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate
- Support the consolidation as well as the enhancement of cash-based interventions and market-based approaches within (and across) rapid emergency responses, where appropriate
- Contribute to the institutionalisation of cash-based interventions and market based programmes though capacity building and interdepartmental engagement in cooperation with the Cash and Market Programme Development Manager
- Closely coordinate with all CCs and cross-thematic areas (including digital approach, advocacy) to maximise on integrated programming and promote timely, coordinated, and principled emergency response
- Ensure safe programming principles are embedded in all RRM activities
- Responsible for an up-to-date emergency preparedness plan , reviewing of minimum preparedness actions on a regular basis in consultation with the Head of Programme, Area Managers, the Country Management Group (CMG), and relevant core competency staff
- Responsible for the development, tracking, and monitoring the completion of minimum preparedness actions (MPA), operation capacity assessment and providing regular updates to CMG
- Contribute to the development of operational and programmatic contingency plans that respond to different emergency scenarios
- Take leadership in development of capacity building plans, providing and supervising of training to emergency response teams, enhancing the area-based capacity
Requirements
- Computer literacy in Microsoft Office, including strong skills in Excel
- Four years, minimum, of experience in a humanitarian programming environment, including three years in a senior-level project management position
- Experience in implementing emergency programme cycles in complex, fragile, and volatile contexts
- Knowledge and skills in cash-based programming and market analysis
- Emergency response expertise, including Rapid Response Mechanisms (RRM) or Emergency Response Mechanisms (ERM)
- Technical expertise in one of NRC’s core competencies
- Documented results related to the position’s responsibilities
- Fluency in English, both written and verbal
- Knowledge of the context in Sudan
- Arabic language skills are an advantage
- Experience working with or in consortium startups and/or management
- Experience in needs assessment, project monitoring and evaluation, and programme development
- Strong leadership skills and a supportive management style
- Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels
