The International Rescue Committee (IRC) is seeking to fill the role of Reproductive Health Manager.
The IRC is a global humanitarian aid, relief, and development non-governmental organisation.
Responsibilities
- Oversee the implementation of quality reproductive health programme activities at the IRC supported health facilities while observing Covid-19 prevention guidelines and control
- Ensure all stated reproductive health goals and objectives are met, that projects are monitored, and that reports are submitted on a timely manner
- Ensure proper reproductive health data recording in the IRC supported facilities, support the compilation of data and generation of quality reproductive health reports on a regular and timely manner
- Provide technical oversight and training to field-based health staff in the area of reproductive health, with an emphasis on national staff capacity building
- Ensure scale up of community mobilisation on reproductive health including FP within the context of Covid-19
- Implement strategies to increase SRH service uptake with a special focus on community awareness raising, ensuring the availability of FP supplies in IRC supported facilities
- Implement trainings to create capacity for MVA, MISP, EMONC, VCAT, clinical care for GBV survivors and long-term family planning service provision at all supported IRC health facilities
- Assist the maternal and child health coordinator in proposal writing for reproductive health funding opportunities
- Continuously assess reproductive health needs and suggest new projects to address identified unmet needs
- Work closely with the IRC women protection and empowerment (WPE) or gender-based violence (GBV) teams at the field level to implement holistic programming to meet the diverse and unique needs of women and girls
- Promote a culture of learning whereby lessons learnt and good practices are documented and shared for institutional memory
- Directly supervise the reproductive health staff, providing ongoing leadership to the project team and overseeing implementation and coordination of activity plans to ensure targets are met
- Recruit national staff in conjunction with the human resources department
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform their duties
- Undertake reproductive health capacity-development activities/training for reproductive health and clinical health staff
- Work closely with health managers to build their capacity to oversee reproductive health activities
- Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews
- Plan/coordinate and oversee staff workplans, work and vacation schedules and all staff training/development activities
- Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the health programme
- Work closely with the GBV/WPE managers to ensure that social norms and practices at community and household level support women and girls’ agency in SRHR
- Undertake/participate in liaison, coordination, and information sharing activities with local committees, national NGOs, international organisations, donors, and government representatives
- Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate
- Serve as the main focal point in the field for IRC’s implementing partners
- Maintain respectful and constructive relations and ensure regular meetings and ongoing coordination
- Regularly monitor performance of the partner to achieve the project’s set objectives, and provide technical support and guidance, sharing relevant information and direction
- Review partner’s financial and narrative submissions, including monitoring and evaluation data, and provide advice and guidance to improve accuracy and quality as required
- Lead data collection, assessments, and proposal development for the sector
- Work with the monitoring and evaluation team to ensure proper reproductive health data recording in the IRC supported health facilities
- Support the compilation of data and generation of quality reproductive health reports on a regular and timely manner
Requirements
- Health Professional (MD, Midwife or Nurse) with strong public health background
- Three years, minimum, of humanitarian project management experience coordinating, implementing, and managing reproductive health programmes in emergency contexts and/or refugee settings
- Ability to develop workplans, data collection/analysis and performance monitoring
- Excellent spoken and written English
- Proven experience with FP/STI prevention and counseling services and maternal and neonatal health
- Thorough understanding of GBV response protocols and service provision
- Ability to validate and interpret health data, in particular, reproductive health data
- Demonstrated leadership, communication, training, and coordination skills
- Excellent interpersonal and problem-solving skills and flexibility
- Ability to work and live under high pressure and in a high security environment
- Competence in using Microsoft Office (Word, Excel, PowerPoint, Outlook), Epi-Info/SPSS
