The International Rescue Committee (IRC) is seeking to fill the role of Monitoring and Evaluation Officer.

IRC is a global humanitarian aid, relief, and development non-governmental organisation.

Responsibilities

  • Participate in programme/project design especially in developing Women Protection and Empowerment (WPE) logframes and contribute to learning from previous projects
  • Develop and continuously update WPE project monitoring and evaluation, and timely impact measurement tools and systems
  • Ensure all the projects in the WPE have tested monitoring tools that capture both programme activity and progress of indicators
  • Take part in diagnostic studies, evaluations, and surveys
  • Organise periodical WPE level data review, reflective practice, evaluation and progress monitoring events, involving communities and local partners
  • Organise WPE panel monitoring and/or similar monitoring and evaluation events to ensure accountability
  • With support from the monitoring and evaluation manager, WPE manager(s) and coordinator, establish and maintain project level information management system
  • Contribute to designing WPE strategy to collect field level information required by IRC, donors and/or stakeholders
  • Proactively ensure networking and sharing of lessons from the WPE core programme with strategic partners and another stakeholder including government
  • Coordinate synergy and cross-learning among different projects
  • Regularly produce (compiling) summary monitoring reports and share with WPE staff and partners

Requirements

  • Degree in Statistics, Computer Science, Information Management, or a related field
  • Excellent computer skills (particularly advanced Microsoft Excel, Access and Word)
  • Two years, minimum, of experience handling monitoring and evaluation preferred
  • Strong data collection, analysis, and report writing skills
  • Ability to work independently, think analytically and take initiative in solving problems
  • Ability to communicate technical issues effectively
  • Familiarity with logframe analysis and monitoring and evaluation plan
  • Experience in conducting assessment
