The International Rescue Committee (IRC) is seeking to fill the role of Human Resources Coordinator.

IRC is a global humanitarian aid, relief, and development non-governmental organisation.

Responsibilities

  • Design and implement a planned HR approach to attract, develop, inspire and retain the right people with the right skills to achieve high quality programmatic results aligned with strategic action plans (SAPs)
  • As a member of the senior management team (SMT), determine workforce needs, identify gaps in human resources and skills, and design a development and workforce plan to facilitate the nationalisation of roles and staff retention
  • Actively participate in proposal design and grant opening and review meetings by providing specific advice on organisational structure, job scoping, demographic/staffing analysis and other essential contributions to ensure a solid human resource base to support the quality of the programme
  • Lead a collaborative approach to employee engagement, gender equality and staff empowerment strategy and support initiatives, drawing on national, regional and headquarters contributions and resources
  • Perform monthly and quarterly analyses of strategic HR indicators to advise decision making of the SMT and the region, and lead country programme contributions to global HR dashboards and action plans
  • Continuously assess and refine recruiting tactics
  • Develop candidate lists, actively network, and use innovative and creative recruiting methods to attract and hire top talent
  • Proactively position IRC as the employer brand of choice in the country
  • Review and approve job requests, job descriptions and make recommendations, ensuring accuracy and consistency
  • Provide international human resources management, including the management of policies, processes and employee relations with the support of the regional director of human resources as required
  • Lead the performance management process with regional and headquarters HR councils
  • Create a plan to manage annual and semi-annual performance reviews, conduct training on goal setting, use budgets to organise development activities, and work one-on-one with team managers and employees to create country-wide development plans
  • Through HR initiatives and actions, support a culture of sharing feedback
  • Participate in budget preparation and provide strategic compensation analysis to drive nationalisation and the ability to attract high quality talent
  • Define and review the salary structure, coordinate the annual compensation review process and compensation adjustments, working with the headquarters compensation team to align with standard methodologies
  • Manage national benefit plans, communicate updates and conduct information campaigns for national and international staff
  • Collaborate with IRC headquarters to ensure alignment with benefit standards
  • Design action plans that boost morale and promote well-being of staff
  • Create emergency care interventions for staff
  • Collaborate with the regional director of human resources and the global director of duty of care to align with standard IRC methodologies
  • Oversee HR administration and ensure 100 percent compliance with applicable labour laws
  • Collaborate and establish partnerships with local legal advisors (as required)
  • Lead all employee relations with professionalism with the goal of empowering employees and supervisors with the tools and resources essential to resolve conflicts with mutual respect
  • Act as an impartial mediator (if necessary)
  • Report code of conduct issues, lead or co-lead employee relations investigations and ensure issues are resolved with appropriate follow-up
  • Advise supervisors in determining appropriate, consistent and judicious disciplinary action in accordance with local labour law and IRC’s global policy
  • Manage contract endings or reorganisations in partnership with SMT, supervisors and the regional HR Director with a focus on compliance, diligence, communications and staff well-being
  • Lead the management of departures to ensure a transparent and positive transition for all employees leaving the organisation

Requirements

  • University master’s degree in Human Resources Management, International Relations, or Development (MBA, Law or a related field is preferred)
  • Ten years, minimum, of progressive experience as an HR generalist, including recruitment, performance management, conflict management, compensation, training and human resources development and administration
  • Five years, minimum, of successful experience in a management position
  • Two years, minimum, of experience with an international organisation or international experience
  • Strategic leadership experience in managing an HR function for large budget programmes in the INGO sector (highly preferred)
  • Remote management experience (highly preferred)
