The International Rescue Committee (IRC) is seeking to fill the role of Deputy Director of Finance.
IRC is a global humanitarian aid, relief, and development non-governmental organisation.
Responsibilities
- Provide financial information that supports the country director and SMT in making business decisions in line with IRC, regional and country programme strategies
- Provide strategic analysis on the overall financial health of the country programme to the CD and SMT
- Contribute and provide feedback to the development of annual country programme strategic plan
- Ensure all in-country practices are in compliance with IRC and donor policies and procedures
- Establish in-country finance procedures to supplement global policies
- Closely supervise financial activities and advise the country director on financial performance of the office, issues with internal controls or financial management
- Ensure monthly balance sheet reconciliations are completed on a timely basis
- Manage the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by headquarters and donors
- Identify requirements for and develop reporting formats to aid in the management of country operations and grant expenditures
- Advise the preparation of and approve all donor financial reports in respect to accounting, legal and contractual requirements and ensure the review of such reports by the country director and regional controller prior to submission
- Ensure in-country internal control reviews of operations are regularly undertaken
- Facilitate external, internal, donor or government audits
- Protect the country’s assets (cash, inventory, fixed assets) through the enforcement of internal control policies and procedures
- Maintain current knowledge of local government requirements related to finance and align with tax and other legal requirements
Requirements
- Bachelor’s degree in Accounting, Business Administration, Commerce, Finance
- Extensive experience working in development or humanitarian response, including proven experience living and working in the relevant field in developing and transitioning countries
- Five years, minimum, of managerial experience in finance
- Extensive experience in working with computerised accounting systems, standard spreadsheet and database programmes
- Good written and verbal skills in English
- Ability to function effectively in a sophisticated work environment
- Ability to carry out responsibilities independently with minimal technical support
- Excellent interpersonal communication skills and professional patience
