The International Labour Organisation (ILO) is seeking to fill the role of Monitoring and Evaluation Officer.
The mission of the ILO is to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.
Responsibilities
- Develop Youth for Future’s monitoring and evaluation system in Egypt and its tools and templates
- Collect data on a regular basis to support the monitoring and evaluation of the programme’s key project performance indicators (KPI), using primary or secondary data sources, including undertaking regular field visits to support implementation of monitoring and evaluation
- Develop data quality assurance processes to ensure data reliability, validity, timeliness of data entry and analysis and the harmonisation of all data collection systems
- Update and maintain the monitoring and evaluation database, analyse data and identify findings for reporting purposes
- Develop and keep track of a beneficiary database based on key programme outputs, using tools to avoid double counts and ensuring timely data entry
- Ensure the project’s planning tools and its processes are adequate and support the project’s team to develop their work plans and monitor its progress
- Lead, prepare and support the project’s team in producing consolidated bi-monthly and annual progress reports, including identification of problems, causes of potential bottlenecks in implementation and lessons learnt
- Provide specific recommendations based on lessons and ensure timely submission of reports in accordance with approved deadlines and reporting formats
- Conduct regular monitoring and evaluations of implementing partners/service providers’ performance and delivery
- Identify best practices and develop case studies to capture and promote qualitative results of the project
- Participate in regular monitoring and evaluation meetings with other ILO focal points to share on progress, challenges and solutions
- Prepare the project for the mid-term and final evaluations, and provide all required support to ensure a smooth process
- Support project’s team to maintain a sound knowledge management and sharing of the project, with other ILO participating countries and other implementing agencies
- Perform other relevant duties as assigned by supervisor
Requirements
- First level university degree (bachelor’s degree or equivalent) in Economics, Statistics, Management, Social Sciences, or a relevant field
- Training on results-based planning, project cycle management, quantitative and/or qualitative methodology data collection and analysis, and monitoring and evaluation methodologies will be a plus
- Two years, minimum, of professional experience in monitoring and evaluation within the international development context
- Experience with project management tools such as Microsoft Projects (desirable)
- Experience in developing and managing monitoring and evaluation systems
- Expertise in analysing data using statistical software
- Capacity to produce high-quality briefs and reports in both Arabic and English
- Experience in planning and managing surveys
- Experience in developing and refining data collection tools
- Excellent command of an official language of the organisation ((Arabic or English)
- Working knowledge of another official language of the organization will be a plus
