The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking applications from eligible applicants for the post of Senior Community and Accountability Officer.

IFRC is the world’s largest humanitarian organisation, with 192 member national societies.

Responsibilities

  • Drive the rollout of a more systematic and integrated approach to community engagement accountability (CEA) within the IFRC and across the seven Red Cross and Red Crescent Societies in the cluster through mainstreaming CEA in national societies and IFRC plans, processes and procedures
  • Work closely with national societies and IFRC sectoral colleagues to help them identify gaps in their approach to CEA and then support them to address these by integrating and/or scaling up an appropriate mix of approaches and activities to communicate and engage with affected people and communities within their programmes and operations
  • Drive the inclusion of CEA in development and emergency operations and plans within the cluster
  • Provide support and training to national societies and IFRC staff
  • Ensure assessments are transparent and participatory, and capture people’s information needs and trusted and preferred communication channels
  • Strengthen and/or help set up feedback mechanisms, including processes to make sure feedback is analysed and acted upon by operational teams
  • Strengthen and/or help set up systems for sharing life-saving, useful and actionable information with affected people about Red Cross and Red Crescent services
  • Ensure women, children, the elderly, people with disabilities and other vulnerable groups have equal access to information channels and feedback mechanisms
  • Plan and deliver CEA training to IFRC and national societies staff and volunteers and for the various networks and working groups they support
  • Develop evidence-based learning demonstrating the impact of community engagement on the quality and effectiveness of programming by supporting the rollout of research, impact surveys, perception studies and case studies
  • Work closely with West Coast national societies senior management, programme and operations departments to develop an appropriate and practical CEA strategies that will support the long-term integration of CEA activities and approaches into their programmes, operations and ways of working
  • Provide CEA training and mentoring support to national societies CEA focal points, staff and volunteers
  • Support the rollout and adaptation of CEA movement tools, methodologies and activities to West Coast national societies context, using the CEA movement guide and toolkit

Requirements

  • University degree in Public Health, Behaviour Change Communication, or a related area
  • Five years of experience in handling community engagement and accountability, communication for development, or social mobilisation in developing countries for a humanitarian or development organisation
  • Experience in responding to humanitarian emergencies, complex crisis or conflict situations
  • Experience in responding to disasters and public health emergency crisis in Africa is a plus
  • Experience in setting up and managing tools for communicating with communities
  • Proven experience in planning targeted and appropriate behaviour change communication strategies
  • Experience in working with international organisations and/or national societies to develop strategies and build long term capacity and create ownership
  • Experience in planning and delivering training and awareness sessions to staff and volunteers at all levels
  • Experience in designing and implementing assessments, community consultations, research, perception studies and/or focus group discussions
  • Experience in working with UN humanitarian coordination teams, clusters and health emergency coordination systems
  • Experience in working with Red Cross/Red Crescent national societies
  • Experience in leading social science research and/or community feedback systems, including presenting and advocating action
