Global Partnership for Education (GPE) seeks to recruit a Finance Officer.

GPE helps low- and lower-middle-income countries build stronger education systems so that all children can get the education they need to thrive.

Responsibilities

  • Support team lead in the operationalisation of GPE board-approved innovative finance initiatives, expanding new financing opportunities, and diversifying co-financing partnerships, including climate and other emerging areas in education financing opportunities
  • Provide advanced technical and research support related to innovative financing and co-financing arrangements
  • Perform mapping and scoping of innovative finance and development finance landscape and translate such insights into resources for the team
  • Work closely with finance and grant operations sub-teams
  • Under the leadership of the chief financial officer and team lead, provide strong technical and research support in the development and rollout of potential novel innovative finance initiatives
  • Respond to internal and external queries on timelines, procedures, mechanics, and requirements for a portfolio of transactions
  • Coordinate and proactively follow up on external financing and development partner outreach
  • Produce high-level summary notes of internal and external engagements
  • Develop high-quality briefing notes, technical and research papers, and other materials as needed for quick turnaround times, including participating in key discussions with key external partners, including country partners
  • Participate in assigned cross-team activities/functions in the secretariat, especially with regard to grant processes and knowledge management
  • Support resource mobilisation efforts, as required, especially through advice to secretariat teams and communications on innovative finance mechanisms and/or targeted co-financing opportunities
  • Engage with GPE’s resource mobilisation and communications teams on strategic engagements, events, webinars, webpage content, impact stories, and messaging products

Requirements

  • Master’s degree with five years of work experience or a bachelor’s degree with seven years of work experience, with a relevant combination of strong quantitative course work
  • Five years, minimum, of work experience in international finance, innovative finance and data, and international development
  • Relevant country experience (desirable)
  • Very strong problem-solving, strategic thinking, and communication skills, with the ability to translate complex financial information and narratives with ease into strategic communications, presentations, tools and guidelines
  • Highly developed data, analytical, problem-solving and research skills, with the ability to work easily with data and innovative finance approaches and distill complex financing narratives
  • Ability to offer guidance across the secretariat-wide on innovative finance discussions that lead and translate into high-value transactions for GPE and country partners
  • Ability to work effectively under pressure, prioritise and juggle multiple tasks under tight deadlines, and deliver time-sensitive, high-quality analytical and quantitative work
  • Full proficiency in English (reading, writing and speaking)
  • Proficiency in French and/or Arabic (strongly desirable)
