Global Communities is seeking applications from eligible applicants for the post of Monitoring Evaluation and Learning (MEL) Coordinator.

Responsibilities

  • Establish and implement MEL systems to ensure programme activities are tracked and reviewed in line with the overall programme goal and implementation plan
  • In close collaboration with the chief of party (COP), ensure collaboration, learning and adapting informs all strategies and implementation activities through constant feedback loops involving project leadership and technical staff
  • Develop, implement and oversee work plan related to MEL and collaboration, learning, and adapting (CLA) activities
  • Coordinate with other programmes and stakeholders to share lessons learnt and facilitate internal and external learning activities and events as appropriate
  • Oversee the application of regular learning and analysis to adapt programming to the changing conditions and/or identify new opportunities
  • Ensure implementation of MEL plan
  • Design MEL tools, forms and data collection standard operating procedures to track programme activities, outcomes and impact, and learning processes
  • Build MEL competencies of programme and partner staff to ensure accurate data collection, monitoring, data analysis and interpretation and reporting
  • Oversee monitoring and evaluation database design, setup and management
  • Ensure all relevant programme staff are able to utilise the database to analyse programme information and results
  • Oversee data processing including data transfer, entry, verification and cleaning
  • Promote and ensure use of data and information for decision-making processes and knowledge sharing among programme offices and teams
  • Develop and instill mechanisms for learning and adapting the programme to enhance impact and results

Requirements

  • Bachelor’s degree in Monitoring and Evaluation or a related field
  • Seven years, minimum, of experience in managing and reporting on the applications of quantitative and qualitative information management methods on USAID programmes
  • Experience in developing, managing, and adapting MEL plans on USAID programmes
  • Knowledge of USAID collaborating, learning, and adapting (CLA) framework
  • Experience in using data for decision making, programme adaptation and learning
  • Experience and capacity in managing information systems and the application of quantitative and qualitative methods
  • Knowledge and experience in using applications for the design, monitoring and evaluation of projects
  • Experience in implementing, managing extensive data systems and tools from collection to analysis
  • Strong computer skills and a working knowledge of statistical software
  • Nationality of Zambia
