The Family Health International (FHI 360) is seeking to fill the role of Programme Officer.

FHI 360 delivers sustainable, high-quality, comprehensive HIV/AIDS prevention, treatment, care and support services.

Responsibilities

  • Monitor and advise chief of party (CoP) on issues of compliance with USAID contract and organisational policies
  • Coordinate technical team meetings, including drafting agendas and meeting minutes
  • Oversee senior management team and technical meetings for the project
  • Maintain an effective electronic filing and retrieval systems for the technical team for the country director (CD) and Zimbabwe HIV Care and Treatment (ZHCT) programme
  • Provide programme administrative support tasks, including creation, typing and editing of programme correspondence, purchasing documents and programme deliverables
  • Assist in developing and monitoring annual workplans and budgets, as well as associated deliverables and results/outputs
  • Prepare, coordinate reviews, edit, and disseminate project-related reports and documents
  • Coordinate the timely identification and addressing of programme implementation challenges
  • Coordinate appropriate programme monitoring, accurate financial and programmatic reporting to country office
  • Provide technical support for all ZHCT district and provincial staff and ensure compliance with technical, programmatic and financial requirements set by FHI 360 and its funders
  • Assist the CD to prioritise time and appointments, i.e., administrative support focusing on organising and maintaining calendar
  • Support the senior programme officer (SPO) to assess inquiries directed to the CD (internal and external)/ CoP, and determine the proper course of action
  • Support the CD and CoP to coordinate the SMT, ESARO and headquarters and high-level USAID and ministry staff
  • Support the SPO to monitor shared platform activities to effectively respond to project support needs
  • Draft and share correspondence on behalf of the CD
  • Assist the CO’s business development and diversification (BDD) activities with the SMT and ESARO and headquarters BDD units
  • Work with and develop capacity of (as needed) program assistant on specific project management functions for projects
  • Works with the unit to develop country office-based job descriptions, staff requisitions, consultant scope of work and terms of reference
  • Support projects event planning for high-level events
  • Make travel arrangements for the CD, including requisition generation
  • Provide management support to field staff, focusing on  workplans, sub-agreement amendments, periodic fund requests, review of MFRs/SFRs, and reporting
  • Develop and oversee execution of systems for initiation, implementation, monitoring, amendment and close out of all partner sub-agreements
  • Lead the development, testing, application and evaluation of programme management tools for the project
  • Work closely with the contracts and grants team by managing the design of sub-grant activities
  • Ensure appropriate monitoring of sub-grants to achieve financial, administrative, and programmatic goals
  • Support the communications person in identifying, analysing and disseminating best practices in the project through the identification of project learning sites and technical support

Requirements

  • Bachelor’s degree in Social Sciences or a related field
  • Three years, minimum, of relevant experience working on HIV-related interventions
  • Experience of HIV/AIDS programme planning and implementation at the community, provincial and district levels
  • Extensive knowledge of health and development programming in a developing country is preferred
  • Knowledge of major donor policies (USAID) as well as international not-for-profit organisations is a must
  • Experience in designing and implementing public health/international development programmes funded by U.S. government or other international donors is a distinct advantage
