Food and Agriculture Organisation (FAO) is seeking to fill the role of Programme Officer.

FAO is a specialised agency of the United Nations that leads international efforts to defeat hunger.

Responsibilities

  • Develop, implement and evaluate assigned programmes/projects
  • Monitor and analyse programme/project development and implementation
  • Review relevant documents and reports
  • Identify problems and issues to be addressed and initiate corrective action
  • Liaise with relevant parties and ensure follow-up action
  • Perform specific assignments, in collaboration with the client, by planning facilitating workshops through other interactive sessions and assisting in developing the action plan the client will use to manage the change
  • Research, analyse and present information gathered from diverse sources
  • Coordinate policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies
  • Generate survey initiatives, review, analyse and interpret responses, as well as identify problems/issues and prepare conclusions
  • Organise and prepare written outputs
  • Provide substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations
  • Initiate and coordinate outreach activities
  • Conduct training workshops and seminars
  • Make presentations on assigned topics/activities
  • Lead and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries
  • Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports
  • Supervise project managers and coordinate the different emergency and resilience projects in the East in liaison with the respective units in FAO DRC, ensuring projects delivery is in accordance with the signed agreement
  • Lead the conceptual development and operationalisation of the FAO DRC resilience programme and the policy dialogue on resilience and nexus in close collaboration with government, partners and donors
  • Supervise the planning, implementation and reporting of FAO agriculture, livestock, fisheries, cash, VSLA, Club Dimitra, farmer’s field schools, natural resource management, value chain development, etc. activities that make up the resilience programme
  • Lead FAO efforts for strengthening coherence between humanitarian-development and peace nexus
  • Represent FAO in the relevant local coordination mechanisms and platforms 
  • Lead the implementation of the Rome-based agencies’ resilience agenda
  • Serves as focal point for policy coordination with the decentralised structures of the Ministry of Agriculture, rural development, livestock and fisheries, humanitarian affairs, environment and civil society organisations, etc
  • In close collaboration with the FAO DRC monitoring and evaluation unit, supervise monitoring and evaluation of the resilience initiatives as well as inclusion in FAO’s cooperate monitoring and evaluation
  • Facilitate capacity development of FAO DRC staff on resilience in close collaboration with the relevant FAO entities
  • Support the documentation and sharing of resilience/HDP good practices and lessons learnt
  • Performs other duties as required

Requirements

  • Advanced university degree in Agriculture, Agricultural Economics, Business Administration, Public Administration, Social Sciences, Political Science, or a related field, with a focus on resilience, social protection or food security
  • Seven years, minimum, of relevant experience in project or programme management, including in the field of food security and nutrition, with three years, minimum, handling resilience programme design and policy work
  • Working knowledge of French and limited knowledge of English
