Apply: FAO Emergency, Rehabilitation Officer

Food and Agriculture Organisation (FAO) is seeking applications from eligible applicants for the post of Emergency and Rehabilitation Officer.

FAO is a specialised agency of the United Nations that leads international efforts to defeat hunger.

Responsibilities

  • Plan and lead components of multidisciplinary teams, coordinate, and/or participate in organisation-wide committees, and provide technical expertise on international committees and working groups
  • Develop and update the supporting approach, methodology, tools, systems/databases, policies and/or standards to support programme delivery and specific objectives, services and outputs of division teams, focusing on humanitarian policy, interagency collaboration and mobilisation of emergency resources, response, food chain crisis, special operations, level three emergency preparedness, early warning and support to transition and/or programming to integrate resilience into FAO planning at all levels
  • Develop position papers, proposals and/or policy briefs to support humanitarian policy development, coordination and liaison with international partners such as the Inter-Agency Standing Committee, the World Food Programme (WFP), the United Nations High Commissioner for Refugees (UNHCR), the United Nations Children’s Fund (UNICEF), NGOs and other humanitarian groups involved in emergency and recovery activities
  • Undertake FAO emergency needs assessment activities and missions, conduct food and nutrition security assessments and analysis, coordinate in-country early warning alerts and further coordination with all partners
  • Provide technical support to ongoing operational emergency and recovery projects and programmes and related capacity development in countries, and regional and sub-regional offices supported with standard operating procedures, surge mechanisms and level-three capable response systems
  • Promote best practices and provide technical support/services to decentralised offices, in collaboration with regional offices, to facilitate emergency programming, resource mobilisation and integration of emergency and development work in countries, as well as provide capacity during critical phases of emergencies
  • Monitor, promote and coordinate resource mobilisation activities including corporate appeals, donor macro grants, CERF/SFERA submissions, annual appeals and midyear reviews, as well as collaborate with countries and regional offices to facilitate resource mobilisation through project and programme formulation
  • Maintain and update FAO emergency information systems, crisis communications, information and advocacy, as well as provide up-to-date information for reporting, audits, evaluation and inputs to FAO governing body documents

Requirements

  • University degree in Agriculture, Food Security, Economics, Natural Resources, Rural Development, Business Administration and Management, International Relations, or a related field
  • Seven years, minimum, of relevant experience in public and/or private sectors
  • Experience in more than one location or area of work, particularly in field positions (desirable)
  • International-level experience in formulating policy and programming, and managing field operations
  • Experience in identifying and preparing programme strategies and policy position on humanitarian and transition contexts at global and country levels
  • Knowledge of international humanitarian architecture, including NGOs and other partners
  • Experience in needs assessments, cluster coordination, UN consolidated appeal process and/or emergency operations for level-three emergencies
  • Experience in rehabilitation and humanitarian policy development, programme formulation and implementation
  • Working knowledge of English and French
