Danish Refugee Council (DRC) is seeking applications from eligible applicants for the post of Protection Officer, Return and Monitoring.

DRC fulfills its mandate by providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities in the conflict areas of the world.

Responsibilities

  • Conduct screening interviews of project candidates upon request and provide a detailed interview analysis
  • Provide initial information counselling upon arrival, either in Mogadishu or in Hargeisa
  • Identify needs and provide PSS in collaboration with project mentors to returnees or in case of complex cases, on needs basis
  • Ensure each of the returnees has access to a project mentor and/or PSS support
  • Conduct monthly monitoring of the returnees as per programme documents
  • Conduct periodical joint monitoring with relevant government agencies as advised by supervisor
  • Ensure proper documentation of the assistance provided both in hardcopy and softcopy including proper storage of information in the project database
  • Draft monthly and quarterly reports with inputs from the reintegration team
  • Conduct social facilitation activities such as psychosocial support groups and capacity building
  • Support the cash and in-kind components of the project, as needed
  • Maintain an updated project database with relevant information
  • Support project information visits in Somalia and abroad upon request
  • Facilitate access to legal aid and housing, land and property (HLP) on needs basis
  • Communicate with the reintegration team on any other needs of returnees identified and support the project learning process
  • Continuously engage and maintain regular communication with returnees via phone, home and office visits
  • Fully engage and advocate with local authorities and other agencies to facilitate activities that lead to returnees attaining their durable solutions
  • Ensure and maintain good relations between the local community, authorities and DRC in relation to reintegration activities
  • On needs basis, support the protection, livelihood or monitoring and evaluation team in the delivery of response based on agreement between the project coordinator and team leaders
  • Perform other related duties as requested by supervisor

Requirements

  • Three years, minimum, of relevant work experience in the protection and monitoring and evaluation sectors
  • Experience in providing PSS and PFA
  • University degree in Social Sciences, Statistics, Development Studies or any related area
  • Specialised training in PSS and PFA
  • Sound understanding of protection concerns in the context of Somalia and existing referral mechanisms especially in terms of legal aid and HLP
  • Understanding of qualitative data collection methods
  • Experience in conducting monitoring and evaluation especially with regard to protection projects
  • Ability to timely identify risks factors
  • Very good external representation skills and ability and willingness to travel
  • Very good written and oral presentation skills
  • Good understanding of frameworks related to AVRR and CRRF
  • Very good knowledge of business innovations in Somalia
  • Very good understanding of legal systems in Somalia and strong networking skills
  • Fluency in written and spoken Somali and English
