Danish Refugee Council (DRC) is seeking applications from eligible applicants for the post of Monitoring, Evaluation, Accountability and Learning (MEAL) Officer.
DRC fulfills its mandate by providing direct assistance to conflict-affected populations – refugees, internally displaced persons (IDPs) and host communities in the conflict areas of the world.
Responsibilities
- Ensure full compliance with DRC’s minimum MEAL standards in all projects implemented
- In collaboration with the MEAL manager, lead field-level assessments, including needs assessment, baseline, mid-term, end-line and post-distribution monitoring surveys, to ensure data quality controls the indicator performance tracking tool (IPTT) and donor reports
- Lead the development of MEAL components of project proposals or concept notes, including the development of indicators and project-specific MEAL plans
- In close collaboration with the MEAL manager and the programme team, develop sector-specific data collection tools and ensure their proper use by implementing teams
- Ensure the timeliness and quality of data collection, and ensure all captured data is managed according to protection information management standards and best practices
- Conduct periodic data quality audits to assess the quality of collected data for indicators and report data quality issues to the MEAL manager
- Produce monthly analysis reports with updates on the implementation status of all assigned projects
- In collaboration with the MEAL manager, facilitate project-based learning events to capture, document and disseminate lessons learnt for internal and external purposes
- Identify and conduct MEAL-related capacity building needs and opportunities for DRC’s programme staff in targeted project and assume responsibility for facilitating trainings on core humanitarian standards (CHS), and beneficiary feedback and response mechanisms
Requirements
- Bachelor’s degree in the Social Sciences, Economics, Statistics or Information Management Sciences
- Four years, minimum, of MEAL experience within the humanitarian or NGO field
- Demonstrated experience translating theories of change, log-frames and result frameworks into monitoring plans
- Proven technical skills in monitoring, evaluation and experience with both qualitative and quantitative data-collection and analysis
- Excellent analytical, presentation, and report-writing skills
- Strong background in using computers, including the use of applications such as Excel, Access, PowerPoint, or SPSS
- Experience in the use of GBVIMS, CPIMS or ProGRes will be an added advantage
- Experience with electronic or mobile data collection (preferred)
- Strong interpersonal and communication skills and the ability to work under pressure
- Fluency in written and spoken English and Swahili
