Danish Refugee Council (DRC) is seeking to fill the position of Human Resources Coordinator.
DRC assists refugees and displaced people around the world by providing them with emergency assistance, fighting for their rights and helping them have access to a better future.
Responsibilities
- Work with general management to identify recruitment or replacement needs and develop a planning and action plan for each of them
- Write and update an organisation chart for the mission in Cameroon on a monthly basis
- Contribute to the development of the project on all aspects related to HR (organisational charts, narratives, etc.)
- Lead and support all recruitment processes for Cameroon while ensuring that they take place in strict compliance with DRC policies and principles
- Oversee the necessary steps, including documentation, for editing work contact and smooth onboarding of staff when necessary
- Establish an integration process for the mission in Cameroon, taking into account the diversity of roles, and supervise its global and systematic implementation for all new recruits
- Ensure that staff receive appropriate briefing on human resources, code of conduct and conflicts of interest when necessary
- Oversee the regular updating of the visa tracking system and follow up with international staff for visa renewals as well as other administrative formalities
- Proactively respond to and manage performance counseling, employee grievances and disciplinary matters as appropriate, with a focus on building manager skills and ensuring compliance in terms of practices and documentation
- Act as an impartial mediator in disciplinary proceedings and ensure that they are administered in a fair and just manner and that they comply with all legal and labour regulations and requirements
- Contribute to the identification, launch and technical assistance of initiatives promoting staff well-being
- Ensure that they are sufficiently diverse and meet the needs of staff
- Ensure supervision and consistency of the implementation of well-being in the different field sites in Cameroon
- Supervise the comparative analysis of the situation in terms of remuneration and benefits in Cameroon (Birches Group, local surveys with international NGOs, etc.)
- Establish monthly payroll for the mission in Cameroon in a timely manner and in close collaboration with the HR team in the field if necessary
- Oversee the review of the compensation and benefits system when necessary and maintain strict confidentiality on this subject until senior management authorises communication on this subject
- Support communication and explanation on this topic at the request of the Cameroon management team
- Work with the Cameroon leadership team to determine who is eligible for an individual performance-based salary increase on an annual basis
- Ensure the supervision and consistency of the implementation of remuneration and social benefits in the different areas in Cameroon
- Oversee the provision of overall technical support and advice to country HR teams on all aspects of the HR function, working closely with the field HR team
- Act as HR focal point for all audits
- Contribute to the analysis and implementation of all human resources recommendations
- Oversee the review and continuous improvement of human resources processes, policies, tools and templates and draft/update them as necessary, providing feedback on areas for improvement
- Supervise the updating of any table or siterep related to the management of human resources in Cameroon
- Provide advice on the Cameroonian legal framework
- Prepare and submit monthly, quarterly and annual reports within established deadlines and provide ad hoc reports as requested by management
- Oversee the overall and systematic implementation (and documentation) of performance and development meetings between managers and their team members
- When an employee’s profile and performance do not match the position and its expectations, follow up on the situation and guide managers to take appropriate action
- Supervise the development of the national learning and development strategy for Cameroon
- Supervise the editing and regular updating of a catalog of development and learning opportunities from which DRC Cameroon staff could benefit and feed it regularly with recommendations and collect feedback
- Work with senior management to enroll staff who may benefit from a learning and development opportunity and monitor this information and contribute to successful and timely implementation.
- Ensure supervision and consistency of the implementation of learning and development in the different field sites in Cameroon
Requirements
- University degree, preferably in social sciences, development studies, human resources and international/humanitarian law, communications or similar
- Five years, minimum of professional experience in the field of human resources, including at least three years in a human resources coordination position within an international NGO
- Two years, minimum, of experience working with INGOs and international organisations having in their portfolio protection, food security, WASH, shelter, NFI, mine action, mine risk awareness and reduction armed violence sectors
- Solid experience working with ERP -HR software solutions (Homer, Saga, others)
- Mastery of common software such as Word, Excel, Power Point, etc.
- Experience and willingness to work in the field in unstable and insecure areas
- Experience living and working in an intercultural, multi-sectoral and team environment
- Ability to work under pressure and in adverse conditions
- Demonstrated commitment and strict respect for confidentiality
- Ability to communicate effectively (written and oral)
- Fluency in French and English, written and spoken, other languages spoken in Cameroon are considered assets
- Practical knowledge of Homer, Dynamics and Talent Management (digital solutions for recruitment)
- Experience in the private sector in terms of professional guidance and economic integration, a plus
- Graduate certificate in HR or coaching certificate
