DevTech Systems is seeking to fill the role of Senior Monitoring, Evaluation and Learning (MEL) Specialist, Health.
DevTech Systems is an international consulting firm that provides advisory services and technical assistance to government, private sector, and civil society stakeholders in more than 100 countries.
Responsibilities
- Support the mission in planning and conducting data quality assessment on select indicators to improve data reporting and programme performance
- Support USAID/Nigeria Mission to review evaluation scopes of work, oversee MEL-managed evaluations, and support evaluation teams to ensure quality reports
- Support USAID/Nigeria implementing partners with review of activity MEL plans (AMELPS), data entry, cleaning and analysis in the performance reporting system (PRS)
- Support USAID/Nigeria health technical teams during portfolio reviews, performance plan and reports, and other USAID/Nigeria reporting needs
- Provide key expertise in the design and analysis of results, and capacity-building related to the mission’s goal of furthering collaboration, learning and adapting (CLA) internally and with its partners
- Serve in a supervisory role for the MEL specialist health
Requirements
- Master’s degree in Public Health with background degree in Medicine/Dentistry, Pharmacy or the Health Sciences
- Seven years, minimum, of progressively responsible professional-level experience in international development, monitoring and evaluating HIV/AIDS/TB projects as well as projects
- Expertise in USAID policy and practices for performance monitoring including mission-level performance management plans (PMP), activity-level monitoring and evaluation planning and indicator development
- Expertise in data collection and analysis, data quality assessments, statistical methods and performance monitoring and reporting
- Expertise in the design, management, and implementation of evaluations of development interventions, including experimental and quasi-experimental methods
- Excellent team work, inter-personal skills, verbal and written communication, and facilitation skills
- Expertise in tailoring blended learning and presentations to a variety of audience, including USAID, implementing partners, and government stakeholders
- Ability to ensure the timely delivery of quality reports and other deliverables related to monitoring and evaluation and performance management
- Fluency in English with strong verbal and written communication skills
