The Catholic Relief Services (CRS) is seeking to fill the role of Technical Advisor.
The CRS works with local, national and international Catholic institutions and structures, as well as other organisations, to assist people on the basis of need.
Responsibilities
- Provide technical leadership and strategic assistance to WARO country programmes in the design, implementation and monitoring of gender activities
- Provide technical solutions to regional and CP teams, remotely and onsite, for strategic planning and ensure the application of agency and industry best practices and standards
- Facilitate learning for evidence-based gender programming across WARO
- Contribute to knowledge management and learning through collecting and analysing programme data, evaluating strategic projects, assisting with measuring programme impact, capturing and sharing lessons learnt and best practices, and contributing to research and internal reports
- Share guidance in the use of relevant agency policies and key conceptual frameworks in the development of regional programmes and project proposals
- Engage in project startup, monitoring, analysis, course corrections and evaluations to ensure high quality, impactful programme implementation
- Support funding acquisition by providing technical/design leadership, leveraging existing learning, identifying and cultivating strategic opportunities, and assisting country teams in the development of winning proposals
- Advise on gender integration in assessment design, including creating and/or reviewing and revising sectors’ data collection tools
- Develop gender-specific data collection tools, as needed and relevant, including key informant interviews and focus group/PRA guides
- Advise on gender sensitisation/training elements for enumerators and conduct data quality checks during data collection
- Guide analysis of results to ensure gender nuances are highlighted, and/or lead analysis of results for gender-related elements
- Draft key gender assessment findings
- Participate in the analysis of growth opportunities to ensure strategic alignment and capacity to implement excellent gender programming
- Provide technical direction and content to project proposals, and assist in writing proposals, liaising with other technical advisors, as appropriate
- Lead or participate in design workshops for large and/or complex proposals, as appropriate, including defining appropriate monitoring systems and indicators
- Review both integrated and standalone health proposals to ensure application of agency and international standards and best practices
- Contribute to capacity strengthening initiatives in gender programming for staff and partner through helping develop learning and training strategies and agendas/curricula, conducting trainings and workshops, and mentoring and coaching
- Mentor staff members from across the region working in gender and other technical areas, including facilitating community of practice exchanges; advising on staff development plans; participating in recruitment of country programme gender staff; supporting onboarding; and identifying, organising, and/or facilitating relevant trainings
- Establish and maintain relationships with donors, peer organisations, research and other institutions
- Participate in forums in the area of gender to collect and share best practices and promote CRS’ work
- Liaise with CRS regional gender technical advisors from other regions and technical advisors in the headquarters’ programme impact and quality assurance (PIQA) department through virtual and in-person meetings to ensure high impact programming in WARO
- Carry out technical visits to support effective implementation, monitoring, evaluation and documentation of ongoing project learning
- Be familiar with and advise on integrating relevant donor strategies and policies with regard to gender
- Contribute to the development and implementation of agency-wide strategies, standards, tools, and best practices in gender that effectively engage partners, donors and governments
Requirements
- Advanced degree in International Development, Gender/Women Studies, or a related field
- Five years, minimum, of relevant international work experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with three years, minimum, of experience working for programming interventions in gender and development, either as a technical advisor or a programme manager, preferably in Africa
- Experience providing technical assistance and developing successful proposals for external donor funding
- Demonstrated experience in integrating gender equality and women’s empowerment into food security activity proposals, including gender transformative approaches and development of gender analysis plans/gender concept notes
- Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices
- Experience with programme monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation
- Experience and skills in networking and relations with donors, peer organisations, and faith-based and civil society partners
- Understanding of partnership principles
- Proficiency in Microsoft Office applications (Excel, Word, PowerPoint), web conferencing applications, information and budget management systems, knowledge-sharing networks
