Cooperazione Internazionale (COOPI) is seeking applications from eligible applicants for the post of Emergency Coordinator.

COOPI responds to the needs of the most vulnerable populations, including refugees and internally displaced people (IDPs), through an integrated WASH, food security and livelihoods and shelter approach.

Responsibilities

  • Under the guidance and direct supervision of the head of mission and with the support of head of emergency unit, ensure the implementation of in-depth emergency assessments with focus on COOPI’s core sectors
  • Coordinate the initial setup and development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy
  • Assist and advise the head of mission on securing donor funding (mainly ECHO, UNICEF, BHA, AICS, WFP) for emergency projects
  • Together with the e-unit in headquarters, the regional office and the SVICO, lead the project design and proposal preparation and submission for institutional and public funding
  • Supervise and coordinate the implementation of the projects in the respective areas
  • In coordination with the programme unit, monitor the quality, the deadlines and the compliance with the contract signed with the donor
  • Maintain continues surveillance of the humanitarian emergency situation and propose activities accordingly
  • In coordination with the head of mission, oversee and establish partnerships with other INGOs in order to ensure solid and multi-sectorial project proposals
  • Ensure adequate monitoring, reporting and acquittal of emergency response activities in accordance with COOPI humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures
  • In coordination with the head of mission, establish and maintain constructive working relationships with other NGOs, UN agencies, host government, bilateral and multilateral donors, and other main stakeholders
  • Create the conditions to ensure effective teamwork and morale
  • Ensure that the head of mission is kept informed about assessment plans and movements to field locations for which the head of mission should give the security green light
  • In coordination with the head of mission and project area coordinators, support the recruitment of the emergency national team
  • Manage, motivate, guide and support the national team; monitor ongoing human resources issues and make recommendations and adjustments accordingly
  • Together with the country/admin officer, supervise the accurate administration of the emergency projects
  • Together with the country logistics coordinator and security focal point, support the logistics planning of the emergency intervention, with particular focus on new areas of operations expansion

Requirements

  • Four years, minimum, of relevant work experience in the humanitarian sector as project manager, especially in fragile and unstable environments
  • Five years, minimum, of work experience in project formulation, implementation and coordination with international NGOs
  • Fluency in English
  • Experience with different donor compliance and reporting
  • Flexibility, ability to perform and assure high accuracy in work under high level of stress
  • Leadership, people management and development, teamwork and cooperation
  • Capacity to work in volatile security environment and to adapt to basic living conditions
  • Understanding of humanitarian operation principles, standards and best practices
  • Knowledge of monitoring tools and systems
  • Experience in working with communities, internal displacement and/or refugees and in complex emergency settings
