Concern Worldwide is seeking applications from eligible applicants for the post of Systems Director.

Concern Worldwide is an international humanitarian organisation dedicated to tackling poverty and suffering in the world’s poorest countries.

Responsibilities

  • Support the fulfilment of legal and regulatory requirements for the recently established country programme
  • Review procedures in all locations with periodic monitoring and support visits
  • Conduct or oversee logistics, administration and security assessments for all new programmes and establish systems for new locations and interventions as delegated
  • Manage information systems to monitor and report on the effectiveness and efficiency of administration, HR, I.T., transport and logistics
  • Draft all external contracts to ensure consistency, clarity and minimise liability for Concern Worldwide
  • Act as security focal point for Concern Worldwide and liaise with security focal points from each field office
  • Support security focal groups in each location and ensure they have the knowledge and information to operate successfully
  • Participate in relevant security forums, sharing information as appropriate
  • Review and update the Concern Worldwide security management plan
  • Ensure all new staff and visitors receive thorough security briefings
  • Identify and implement potential savings and make recommendations to CMT
  • Prepare administration and transport budgets and track related expenditure
  • Ensure proactive identification of issues for discussion with budget holders and CMT
  • Identify all donor-specific system requirements to ensure compliance
  • Line manage the systems staff and provide capacity support to similar staff in other locations
  • Ensure adequate supplies, staffing and support systems are in place for all Concern Worldwide premises
  • Ensure leases for premises are actively managed and contracts assessed
  • Ensure all issues related to government authorisation are managed proactively
  • Ensure all offices and international staff residences meet security, health and safety standards
  • Ensure Concern Worldwide is fully compliant with national employment legislation and requirements and global HR policies and procedures
  • Ensure staff are trained on the Concern code of conduct and its associated policies and mechanisms
  • Oversee grievance and disciplinary procedures

Requirements

  • Relevant graduate qualification
  • Five years of experience in a systems/operations position with an international NGO, with two years at a senior level
  • Management experience of diverse and multi-operational teams
  • Experience of security management in insecure contexts
  • Experience in a similar context, including emergency response experience
  • Management experience of a diverse team of senior staff
  • Knowledge of major international donors and grants compliance requirements
  • Excellent communication and interpersonal skills and ability to motivate others
  • Delegation, time management and prioritising skills
  • Computer literacy and good knowledge of Word and Excel
  • Excellent English and French
