Catholic Relief Services (CRS) is seeking applications from eligible applicants for the post of Technical Advisor II.

Responsibilities
- Contribute to the development and implementation of agency-wide strategies, standards, tools, and best practices in collaborating, learning and adapting (CLA) that effectively engage partners, donors and governments
- Organise After-Action Review sessions with teams to collect lessons learnt and prepare related reports for lessons learnt and overall learning within the
Development Food Security Assistance (DFSA) programme - Supervise the Social and Behaviour Change (SBC) unit and ensure research is effectively used to design SBC communication approaches
- Analyse the results achieved against the planned objectives as well as the means and methods used at the project level
- Produce the necessary reports at a monthly, quarterly, and annual basis
- Coordinate with local partners, GoN, RISE partners, U.S. government, international donors, multilateral organisations and private sector investments to eliminate duplication, share best practices and lessons learnt, and ensure integration of programme activities in the DFSA zone
- Provide technical solutions to teams, remotely and on site, for strategic planning and how to best apply programme design and implementation standards, best practices, partnership principles, tools, and monitoring and evaluation, ensuring high-quality implementation
- Contribute to capacity strengthening initiatives in CLA programming for staff and partner through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching staff members
- Contribute to knowledge management and learning through collecting and analysing programme data, evaluating strategic projects, assisting with measuring programme impact, capturing and sharing lessons learnt and best practices, and research and internal reports
- Establish and maintain relationships with donors, peer organisations, research and other institutions
- Participate in forums in the area of CLA to collect and share best practices and promote CRS’ work
Requirements
- Master’s degree in Programme or a related field
- Five years, minimum, of relevant international work experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with three years, minimum, of experience working for programming interventions
- Experience in providing technical assistance and developing successful proposals for external donor funding
- Demonstrated application of technical principles and concepts in programme area
- General knowledge of other related disciplines to ensure proper cross-sectoral approach
- Experience in business development, project design and proposal development in programme area including technical writing
- Experience in mentoring, coaching, facilitating and training, applying adult learning principles and practices
- Experience with programme monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation
- Experience and skills in networking and relations with donors, peer organisations, and faith-based and civil society partners
- Proficiency in MS Office packages
