Cooperative for Assistance and Relief Everywhere (CARE) International is seeking to fill the position of Monitoring and Evaluation Lead.
CARE, an international NGO with local staff and community partners in 100 countries, creates local solutions to poverty and inequality.
Responsibilities
- Develop the overall framework for the monitoring and evaluation of the USAID-funded Integrated Youth Activity (IYA) systems
- Ensure the alignment of research and monitoring and evaluation activities with programme goals and contribute to the development of annual workplans to identify project targets and ensure inclusion of monitoring and evaluation activities
- Monitor project activities and track activities against the results framework
- Conduct field visits for data validation to monitor the quality and completeness of data sets
- Coordinate data collection at project sites to monitor programme development and ensure timely compilation and reporting of data
- Capture and document lessons learnt
- Generate monthly indicator reports and track progress against key indicators
- Ensure timely and accurate submission of project activities to donor, including progress against targets set in the award agreement and annual workplan, quarterly, and annual reports
- Provide technical leadership and support to project and partner staff in planning and implementing monitoring and evaluation systems and activities, data-based programme decision-making, and results reporting
- Supervise, mentor, and build capacity of project monitoring and evaluation staff
- Develop and implement effective monitoring tools and approaches to demonstrate the effectiveness of project interventions
- Support the chief of party in coordinating the mid-term and final project evaluations
Requirements
- Master’s degree in Development Studies, Public Health, Demography, Statistics, or a related field
- Eight years, minimum, of experience and demonstrated practical skills in monitoring and evaluation of donor-funded development programmes of a similar USD amount and scope
- Full-cycle monitoring and evaluation experience on a USAID-funded project
- Strong knowledge of monitoring and evaluation methodology data analysis and synthesis, performance evaluation and correction, and report writing
- Demonstrated capacity to use the project’s monitoring and evaluation to advance strategic goals and provide data for decision making
- Knowledge of statistical software (SPSS, STATA, and SAS)
- Advanced MS Word, Excel, PowerPoint, and Access (or similar tools) skills strongly preferred
- Knowledge of USAID data collection and reporting requirements
- Excellent representational and communication skills
- Written and oral fluency in English
- Ability to travel throughout project areas, as needed
