The African Union Commission (AUC) is seeking to fill the position of Head of Humanitarian Affairs Division.
The AU is a continental body that consists of 55 member states. It was officially launched in 2002 as a successor to the Organisation of African Unity (OAU).

Responsibilities

  • Provide authoritative technical and policy advice to senior management, member states, AU decision making bodies as well as partners on programmes, projects and issues of significant impact on humanitarian, emergency relief and disaster response/management
  • Manage coordination, information management and collaboration with other departments, AU decision making bodies, AU organs, RECs, the African humanitarian agency, partners and other relevant entities at national, regional, continental and global levels
  • Initiate the preparation and formulation of appropriate programmes, policies and strategies related to humanitarian affairs at the continental level and in monitoring their implementation within member states
  • Monitor operational activities and programme implementation in terms of expenditure and substance and prepare progress reports with recommendations for corrective action to the director when necessary and ensure delivery of activities
  • Analyse and monitor all aspects of humanitarian affairs and provide expertise, policy advice and technical leadership within the HHS and AUC at large
  • Advocate and sensitise member states and other stakeholders on commitments of heads of state and government to humanitarian issues
  • Monitor the performance of free movement in Africa, and ensure the harmonisation and evolution of the AU, RECs and member states policies and coordinate policies and activities at national, regional and continental levels
  • Prepare and manage ministerial conferences and other meetings and activities including the preparation of documents and reports
  • Study and analyse problem situations and major trends and plan and harmonise related programmes and issues in member states as well as global commitments in relation to humanitarian programme issues
  • Ensure the cooperation and collaboration with relevant departments of the commission, member states, UN agencies, AU partners, specialised institutions and non-governmental organisations (NGOs) and other relevant organisations
  • Promote African and international regional cooperation in collaboration with member states, RECs and intergovernmental organisations, NGOs, particularly in implementing decisions and AU plan of actions
  • Produce and submit periodic reports on activities including specific missions and progress reports on the implementation of various policy instruments and decisions on humanitarian issues
  • Perform any other related duties as may be assigned by the supervisor

Requirements

  • Master’s degree in Humanitarian Affairs, Development Studies, Conflict Management, Political Science, Public  Administration, Social Sciences, International Relations, or a related field
  • 12 years work experience, with seven years at managerial level and five years at supervisory level

  • Interpersonal and negotiation skills
  • Ability to work in teams and in a multicultural environment
  • Knowledge of international policies and strategies
  • Knowledge of international budgeting and organisation
  • Knowledge and working understanding of AU policies, systems, and standards
  • Planning and organisational skills
  • Proficiency in one of the AU official working languages (French, English, Portuguese, Arabic, and Spanish)
  • Fluency in another AU language(s) will be a plus
